Workforce, Employment & Economic Mobility
We identify critical challenges and co-create models to address skill financing, inclusive job placement and economic mobility for individuals and communities facing barriers to education & employment. We examine career and technical education, key labour market gaps, financial services, employment and career services for learners.
What We Do
We partner across sectors to design, develop and manage workforce training and skilling pathways that deliver measurable outcomes. We identify critical challenges and co-create models to address skill financing, key labour market gaps, inclusive job placement and economic mobility for individuals facing barriers to education & employment
We also work on identifying barriers and co-creating innovations to address issues related to individuals & households or communities, disconnected from world of work, learning and education. We partner across sectors to design, develop and manage workforce training and skilling pathways that deliver measurable outcomes.
Our current education and training system isn’t working. People of all ages struggle to find and afford high-quality workforce education programs, while employers across key industries cannot attract and retain skilled talent.
To address both sides of the equation, we work with cross-sector partners to finance holistic workforce training pathways for individuals looking to upskill or reskill for careers in high-demand fields.
Participants in our programs access borrower-friendly financing for tuition and/or related expenses, including transportation and housing costs. Many programs also offer free supportive services, ranging from mental health counseling to emergency aid funds, to meet the specific needs of learners.
Our financing is designed to minimize risk for learners, who repay program costs only if they land and keep a job earning above the minimum income threshold for their program.

Workforce Outcome Funds
We spend trillions of dollars on public and private workforce training each year in the U.S. Despite all our spending, we’re not making enough progress. Workers are struggling to find education and employment opportunities that lead to in-demand jobs, and businesses don’t have the skilled talent they require. We need effective, sustainable innovations to finance training that will help people land good jobs and find economic mobility.
Pay It Forward Funds are place-based workforce funds that more sustainably invest in worker upskilling. They amplify the impact of public and philanthropic dollars by recycling funds to ‘pay it forward’ for future learners. Our Career Impact Bond financing equips learners to land good-paying jobs and businesses to invest in and retain diverse, skilled talent.
